Ministry of Internal Affairs Developed New Safety Requirements for Sports Facilities
Ministry of Internal Affairs has prepared a draft decree "On requirements for infrastructure facilities for official sporting events and for technical equipment of stadiums to ensure public order and safety". The document outlines updated safety standards for sports facilities.
Experts have already expressed their concern about the possibility of updating technical equipment of all stadiums.
All sports facilities should now feature the following equipment:
- indicators of electromagnetic and acoustic fields,
- portable metal detectors,
- viewer flow separation systems,
- explosives sensors,
- cavity inspection systems,
- x-ray scanners,
- vehicle inspection zones.
Amendments to the legislation will introduce the division of sports facilities into five categories based on their capacity. Category 1 will be granted to facilities that can accommodate 40 thousand or more people. Facilities, which can accommodate 10-15 thousand people, will be classified as category 2 objects, category 3 - 5-15 thousand, category 4 – up to 5 thousand. Facilities with temporary grandstands will be granted the fifth category.
Special security measures extend to the first three categories of stadiums. It was decided that category 1-3 facilities must have systems of personal identification, while the fourth category facilities can choose whether to install video surveillance systems, access control checkpoints, and fences.
