Hazardous Facilities in Russia Will Be equipped With Systems of Security Control
The Ministry of Emergency Situations created a list of potentially hazardous facilities (PHF) and facilities where high management is obliged to equip their businesses with special systems of industrial security control, as is known from the ministry’s report. Facilities working with radioactive, flammable, explosive, chemical and biological substances, representing threat to population and environment fall under the category of PHF. The term “work” encompasses recycling, storage, and transportation.
Each object is assigned to one of four classes:
1. Extremely High Risk
2. High Risk
3. Average Risk
4. Low Risk
The ministry set special procedures for investigations of all accidents, including incidents such as theft or loss of hazardous substances. Facilities of classes 1-3 will be subject to regular state inspections: PHFs of classes 1 and 2 will be inspected once a year, class 3 facilities are going to be inspected once in three years. Particular attention will be paid to businesses that have been operating for more than 40 or 50 years, as the average lifetime of equipment for PHFs, according to the technical specifications, is limited by 15 years. Accordingly, the current technical equipment of such facilities could have been outdated for a very long time.
In total, currently in Russia there are about 14 000 PHFs. Most of them (70%) is located in 146 cities with population of more than one hundred thousand people.Источник: ria.ru
